Heuristic: loads sort by fixed-start first, then priority descending, then stable ID. Non-interruptible loads evaluate every feasible consecutive start and choose the lowest objective score, then preferred-slot penalty, then earliest start. Interruptible loads are placed chronologically in chunks of at least the entered minimum, greedily repeating the same candidate rule. Scores are auditable but not globally optimal.
