Scopes and pools

Use comma-separated IPv4 addresses or inclusive ranges (start-end) for exclusions and reservations. Leave dynamic range blank to auto-allocate all remaining usable addresses. Limits: 50 pools, 2,000 tokens per pool, subnet no larger than /8.
