Deterministic heuristic: terminal steps target serving time; steps are processed in reverse dependency order by stable ID. Each is placed as late as possible before successors, shifting earlier around existing reservations for its single exclusive resource. Fixed starts are preserved and diagnosed. This is not an optimizer.
